Found his dead brother & subsequently escaped the prison, the next day I went to Kopachi to find him at default location but he wasn't there, I returned maybe 3 days in a row, then gave up. (SPOILER ALERT) So initially I met him at the default location in Kopachi, I met him at another point but it wasn't in Kopachi, he told me he couldn't help me with the safe so I moved on, then ended up in Jail Base later in the game, but before "Chain Reaction" mission. ![]()
